Applicants must be citizens of eligible countries (Organization of Islamic Cooperation members, Non-Aligned Movement members, Small Island Developing
States, or countries with cultural, ethnic, or historical ties to Azerbaijan). Applicants must meet age limits (under 35 for undergraduate/general medicine, under
40 for graduate/medical residency, and under 45 for doctoral programs by September 15, 2025) and have a minimum GPA of 70%.

Science and Education, plays a pivotal role in advancing the country’s international relations and educational development. The MFA, established in 1918
and restored after independence in 1991, is responsible for conducting Azerbaijan’s foreign policy, fostering diplomatic ties, and representing the nation in global organizations.

Below are the qualifications expected of each and everyone willing and ready to apply for this scholarship.
- Must not be citizens of Azerbaijan or have had Azerbaijani citizenship terminated.
- Age limits (as of September 15, 2025):
- Below 35 years for Undergraduate and General Medicine programs
- Below 40 years for Master’s and Medical Residency programs.
- Below 45 years for Doctoral (PhD) programs
- Academic performance: Minimum GPA of 70/100 or equivalent.
- Language proficiency:
- English: Minimum IELTS 5.0 (undergraduate) or 5.5 (graduate) / TOEFL equivalent
- Or prior education in English, Russian, Turkish, or Azerbaijani language.
- Submission of complete documentation, including nomination by relevant state authorities.
